Yes you can apply the E105M Epoxy Mortar Concrete Resurfacer over an existing concrete coating outdoors. You will need to make sure the existing epoxy is in good shape, no chipping, cracking or peeling. You would need to remove this first. Then you will need to sand entire area to be resurfaced with a 100 grit sander, vacuum and when ready to apply the E105M, wipe the epoxy down with acetone solvent and when flash dry in a few minutes begin applying the E105M. Keep in mind that outdoors the E105M does not have good UV resistance and will tend to yellow. Overall the E105M is a good resurfacing option, offering
